Recently spotted this video link on Cliff Pickover's Reality Carnival (one of the few sites I regularly try to visit for some good brain food).

it works because the center of gravity for the figure moves to a spot probally under the toothpick so the cup, spoon, and fork are being pulled towards it and the toothpick is now the main balancing item, not the cup.
I have done this before so when I saw this I was just thinking “hey! this was the thing I tried!” there are no strings or anything. try it!.

The ends of the spoon and fork counter balance the heads, so the balancing point is exactly in between them (ends and heads) where the toothpick touches the glass. Its just like one of those toys with the eagle that balances on its beak anywhere you put it, the wings counter balance the tail. Burning the toothpick does nothing in terms of balancing. hope this helps
