Pinwheel series question (IQ test style)

Bent tine moves 2, 1,3,1
The next number of moves in the series is 4, which puts the bent tine at the bottom of the wheel.
ill go with 5, assuming the order is in clockwise direction the extra little line moves 2,1,3,1, then im just gonna asume it goes 4,1,5,1,6,1, etc.

5? Rotating clockwise, skip 1, skip 0, skip 2, skip 0… skip 3
First it moves twice, then once, then three times, then once, so then it’ll move 4 times, so 5 is the answer.

5. The difference in space is 2, 1, 3, 1, and 4 seems to follow.

The pattern is:
2 units CW
1 unit CW
3 units CW
1 unit CW
The next logical step is 4 units CW, which is #5
Answer is 5.
my guess is answer #4. the end piece is always pointing in the same direction. it can’t stop on the horizontal bar (it must go one past if this is the case) and must stop on the vertical bar - otherwise it skips 2.

CCW rotation also gives 5 as the answer.
CCW Moves 6, 7, 5, 7, 4
CW Moves 2, 1, 3, 1, 4
