    The next number of moves in the series is 4, which puts the bent tine at the bottom of the wheel.

    my guess is answer #4. the end piece is always pointing in the same direction. it can’t stop on the horizontal bar (it must go one past if this is the case) and must stop on the vertical bar - otherwise it skips 2.
