This may have been harder if I wasn’t looking out of my window at 3 inches of snow.
Someone used the items to decorate a snowman, which subsequently melted depositing them all on the ground.

Awwwww…I didn’t get it.
Now I get it, but it is kind of hard to figure it out when I live in Australia and have never seen snow before so I never thought along those lines.
Maybe I should ask Someone to help me out with the next puzzle!

because the neighbor kid became jealous of his neighbors snowman after he himself couldnt make one and took a warm bucket of water
and brought forth doom upon the once happily made snowman..

In what situation would I find these?
The carrot: was grown, or possibly an animal left this?
7 black rocks: tilling from making a garden? shattered statue?
Scarf: picnic for a basket, or table?
Conclusion: (too easy to be true) someone dropped them? Someone used the scarf to throw the rocks at an animal stealing a carrot?
what kind of yard? outside of your house, train yard, shipyard, does it matter?
do the images have meaning? would I come to the same conclusion with only words?
