I checked the image in Fireworks, it’s not an animated gif. Just a regular one. It may have to do with viewing it on a screen though as it was definitely moving in Fireworks. You also have to remember to keep your eyes moving.

The image above is a GIF, which might indicate that it is animated. The illusion does work on a still screen shot or on printed paper, but not nearly as strong. The animation would just make this image’s effect more emphasized so that everyone can see it without focusing on any one spot to make it move.

If I stare it and concentrate, I can make them stop moving. Probably about the same as squinting in the above post.
